Project Background

The production scheduling management system combines the business needs of the current scheduling center, upgrades the original system, integrates the urban water supply pipeline network information and the real-time monitoring data of the pipeline network, and establishes a production data center and a comprehensive display platform. Provide necessary data support and auxiliary analysis services for water supply dispatching, improve dispatchers' ability to analyze data, further standardize water supply dispatching system and various processes, improve the comprehensive ability of water supply dispatching, and ensure the safe, economical and reasonable operation of the water supply system.

System integration includes water sources, water plants, booster pumping stations, pipeline network pressure, production data and business data, and provides information monitoring, information query, data statistics and analysis, business processing, and auxiliary dispatching decision-making for dispatchers' daily work. Based on the open concept, the platform solves the problem of information islands in the process of informationization, and achieves data sharing, process automation, and standard system interface standards for all systems.

Enterprise status

Handan City Water Supply Company was established in 1958. It is a large-scale state-owned second-class enterprise. It is responsible for the water supply tasks of millions of residents in Handan City and the production water of some enterprises and institutions. There are 2 water plants, 2 pressurizing stations, and 2 water sources. The water transmission and distribution pipeline network is 819 kilometers and the daily comprehensive water supply capacity is 470,000 cubic meters. The water supply area is 86 square kilometers, and the urban water supply penetration rate is 100%.

At present, Handan City Water Supply Company has three water plants in charge of urban water supply, namely Sandi Water Plant, Tiexi Water Plant and Jinan New Area Water Plant. The water sources are respectively taken from Fengfeng Yangjiaopu Underground Water Source and Yuecheng Reservoirs and water sources for South-to-North Water Diversion.

The data of each water plant is manually filled in paper reports, which are difficult to collect, and the statistics and analysis of the data are inconvenient. The inadequate maintenance of the system in the later period leads to the loss of historical data. The production report requires the water plant statistician to print the paper form and submit it to the production department's comprehensive statistician. After the comprehensive statistician calculates, it is combined with the water volume data in the scheduling system and entered into the production report system. The generated report is printed and submitted to the manager for signature.

The production department needs to log in to multiple systems, and the data between the systems are not interoperable, which will affect the work. The dispatcher needs to check the pressure value of the pressure measuring point in the pressure measuring point system, and need to check the factory flow rate of the water plant and the state of the pump in the online monitoring system, and then issue instructions to adjust through the dispatching system, which is cumbersome.

There is no real-time collection of data for energy consumption and medicine consumption. It is manually filled in by paper reports, which is difficult to collect, data statistics and analysis are inconvenient, and the late maintenance of the system leads to the loss of historical data. The degree of automation varies among water plants and water sources. The adjustment of pumps depends on manual operation. Most of them can be monitored in real time, but the same variable parameter types are different.

Problems faced by enterprises

The existing production scheduling management system consists of several scattered independent systems, namely:

  • The pipe network pressure measurement system renovated in 2006 (delphi, Handan local)-expires in December 2019
  • Production report management system (high-level language) compiled in 2007-due in December 2020
  • Dispatching assistant decision-making system built in 2012 (Beijing, high-level language)
  • In 2018, integrated video surveillance system and self-developed online surveillance system (kingScada).
  • Self-contained system, isolated information, difficult management and maintenance, and some system authorizations are about to expire, and there are problems with incomplete data from the Eastern Water Plant, which seriously affects the development of daily scheduling work and cannot meet the current water supply management information management requirements .
  • Therefore, it is necessary to upgrade and transform a system; it is convenient to maintain-the water department has technical personnel, and the system developed by high-level language cannot be used for secondary development.
